After a 4-year break caused by the COVID-19 pandemic, our patent attorneys Alma Tagbergenova and Dilyara Mamyrova were able to participate in the annual conference of the International Trademark Association (INTA), which was held in Singapore from May 16, 2023 to May 20, 2023 at Marina Bay Sands Expo & Convention Centre.
More than 6,909 brand owners and practitioners, government officials and academics from 139 jurisdictions attended this conference.


Participation in the INTA conference was a great opportunity for participants from around the world to share experience, knowledge, discuss current issues and problems in the field of intellectual property, and also find new reliable business partners.


It was a great pleasure to see our foreign colleagues in-person, and to exchange impressions about the conference and work with them, and discuss future joint projects.

JSC “Science Foundation” together with the Chamber of Patent Attorneys of Kazakhstan have started holding seminars to improve the skills of community members on the protection of intellectual property rights and technology licensing.
In May 2023, members of the Chamber of Patent Attorneys of Kazakhstan, patent attorneys Tagbergenova Modangul and Kumarov Nurzhan held seminars on the topics: “Practice of litigation in the field of IP” and “Problematic issues of legal proceedings”.

On April 26, a round table on the topic “Women and intellectual property – a catalyst for innovation and creativity” was held at the QAZPATENT site as part of the celebration of the International Intellectual Property Day.
The event was organized in order to create a platform for discussing topical issues in the field of science, technology, creativity and business in conjunction with intellectual property.

The participants of the round table discussed the role of women in the creation and protection of intellectual property, as well as the obstacles they face in this area. Views were expressed on what measures can be taken to improve the position of women in innovation, and how their participation in the creation of innovations can be increased.
In her welcoming speech, Vice Minister of Justice Botagoz Zhakselekova stressed the importance of raising awareness of women in the field of intellectual property and supporting their participation.
The Director of Qazpatent, Yerbol Ospanov, presented information about the activities of Qazpatent to the participants of the round table.

The speakers of the round table were the President of the National Academy of Sciences under the President of the Republic of Kazakhstan, Chairman of the Chamber of Patent Attorneys of Kazakhstan, Managing Partner of the Agency of Intellectual Property “Tagbergenova & Partners” Tagbergenova Modangul, the Union of Women Entrepreneurs, Astana Hub, Techno Women, the Center for Creative Industries “Almaty University Management”, Centers for the Development of Women’s Entrepreneurship of NCE RK Atameken, the Science Foundation, QazTrade, QazInnovation, scientists and experts in the field of IP.
In their bright presentations, the speakers shared with the participants about current programs to support women in innovation and entrepreneurship.
The event contributed to the improvement of mutual understanding between various stakeholders in the field of intellectual property.
Also, within the framework of the round table, a working meeting of Patent Attorneys of the Republic of Kazakhstan with QAZPATENT experts took place.
During the working meeting, the issues of the activities of the Appeal Council of the Ministry of Justice of the Republic of Kazakhstan, judicial practice of dispute resolution in the field of IP, the need to implement IP policy in organizations that create IP objects, and others were discussed.

Yerbol Ospanov noted the merits of patent attorneys for their active activities in the field of intellectual property rights protection. Tagbergenova Modangul was awarded a letter of thanks for her active work in the field of intellectual property rights protection.
Qazpatent expresses its gratitude to all the participants of the round table for their contribution to the discussion of this important topic and looks forward to further cooperation with women innovators in the future.

Legal protection of geographical indications and their role in the development of Kazakhstani brands” with the participation of representatives of regional local executive bodies and Chambers of Entrepreneurs, territorial bodies of justice, as well as entrepreneurs.

Deputy Director of Qazpatent Aisha Zhumabekova and Chairman of the Chamber of Patent Attorneys of Kazakhstan Modangul Tagbergenova addressed the participants of the event with a welcoming speech.

 

 

Within the framework of the event, topical issues of the protection of geographical indications at the national and international levels were discussed. Special attention was paid to the development of a promising direction that will contribute to the creation and promotion of unique brands of Kazakh products, as well as sustainable socio-economic development of rural regions of the country.

During the seminar, Ayagul Abitbekova, Acting Head of the Department of Trademarks, Geographical Indications, Appellations of Origin of Goods and Industrial Designs, made a presentation on “Legal protection of geographical indications and their role in the development of regional brands.”

Aizhan Nauryzgaliyeva, President of the Kazakhstan Association of Sugar, Food and Processing Industry, presented information about a unique product – apple “Aport”, as well as about the experience of raising awareness about the means of individualization of products through geographical indications. Following the results of the speech, the audience was presented with a film about topical issues in the production of Aport.

Marina Sirotina, Chief Expert of JSC “Center for Trade Policy Development “QazTrade” presented information on geographical indications in international trade agreements of the Republic of Kazakhstan. The issues of international practice of using protected geographical indications for products, the state of affairs in Kazakhstan, the possibilities of registering Kazakh products in the register of geographical indications of the European Union in relation to food products were explained.

The participants of the round table exchanged views on the issues that arose, and also agreed to continue cooperation in the area under consideration.

On February 10, 2023, a dialogue platform “Technology Commercialization Point” was held at QAZPATENT on the topic: “Problems of technology licensing in Kazakhstan”, organized by JSC “Science Foundation”, QAZPATENT and PA “Chamber of Patent Attorneys of Kazakhstan”.

The meeting was organized in order to identify the problems of technology licensing in Kazakhstan, exchange experience in licensing the results of scientific activities and develop recommendations (RNTD) to increase the level of commercialization of RNTD.

Chairman of the Board of the Science Foundation Abdilda Shamenov, Chairman of the Chamber of Patent Attorneys of Kazakhstan Modangul Tagbergenova and Deputy Director of the National Institute of Intellectual Property Aydin Artykova made welcoming speeches.

Deputy Chairman of the Chamber of Patent Attorneys Nurzhan Kumarov made a report on the topic “Problems of technology licensing in Kazakhstan”.

Aydin Artykova familiarized the audience with the level of licensing of the OIC in Kazakhstan.” They also discussed the problems and the role of integration of science and business in licensing the results of scientific activity,

In addition, the experience of licensing scientific developments of Nazarbayev University, Kazatomprom, the experience of licensing the breeding achievements of Zeilkhan Tagaev was considered.

The event was attended by patent attorneys, representatives of the Club of Business Partners of the Science Foundation, university commercialization offices and scientists.

At the end of the event, recommendations were developed.

On January 18, 2023, patent attorney Tagbergenova Modangul Marupovna gave a lecture on the topic “Special aspects of intellectual property rights protection” for members of the Almaty Chamber of Legal Consultants.

  Alma Tagbergenova, a member of the Chamber of Patent Attorneys of Kazakhstan, participated in the seminar as a speaker with the topic “PATENT PROTECTION VIA THE EURASIAN PATENT OFFICE”.

On November 24, 2022 FICPI Sweden open seminar&webinar on the topic “Intellectual Property Rights, the IP Profession, and related issues in view of the Russian situation” was held in Sweden, Stockholm by FICPI International.
It was such an honor for Alma Tagbergenova as for patent attorney, FICPI member, Eurasian Patent Attorney, to make presentation on the above topic for listeners among which there were newly elected President of FICPI International Dott. Roberto Pistolesi as well as past President for FICPI International and current President Communications Commission Mr. Julian Crump.

The impact on the IP profession and on IP Rights in view of the list of latest events in the world was discussed at the seminar.

On December 2, 2022, a round table was held at the Qazpatent on the topic: “The relevance of legal protection of innovations in the field of agro-industry and their commercialization. Kazakhstan’s entry into UPOV”.

The round table was attended by representatives of the Ministry of Agriculture of the Republic of Kazakhstan, breeders and scientists in the field of agriculture, JSC “Center for the Development of Trade Policy “QazTrade”, NAO “National Agrarian Scientific and Educational Center”, JSC “National Agency for the Development of Innovations “QazInnovations”, JSC “Science Foundation”, LLP “Astana Business Group BM LTD”, OUL “Kazakhstan Association of sugar, food and processing industry”, LLP “Scientific and Production Center of grain farming named after A.I. Baraeva”, NAO Kazakh Agrotechnical University named after S.Seifullin” and NAO “West Kazakhstan Agrarian and Technical University named after Zhangir Khan.

During the meeting, topical issues of creating innovations in the field of agro-industry, the latest achievements, the relevance of legal protection and the possibility of commercialization, as well as the importance of the entry of the Republic of Kazakhstan into the International Union for the Protection of New Plant Varieties (UPOV) were discussed. Also during the event, presentations on the new object — geographical indications were presented.

Alma Toleukhanova, a member of the Chamber of Patent Attorneys of Kazakhstan, took part in this discussion.
The participants actively discussed the issues of Kazakhstan’s accession to UPOV, revealing both the positive aspects and possible risks.

On October 31, 2022 JSC “Science Foundation” with the support of the Ministry of Science and Higher Education of the Republic of Kazakhstan and the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken” held a meeting of the III “Commercialization Reactor”, a dialogue platform for the integration of science and business.

During the meeting of the dialogue platform, the following speakers attended: Minister of Science and Higher Education of the Republic of Kazakhstan S.Nurbek, Chairman of the Board of NCE RK “Atameken” R.A.Battalov, the management of JSC “Science Foundation”, as well as company executives who have successfully implemented mechanisms for commercialization of technologies within the framework of state support measures for business.

According to the Minister of Science and Higher Education of the Republic of Kazakhstan Sayasat Nurbek, the Ministry is working to analyze the norms of legislation on improving the mechanisms of state support for science and business and stimulating the commercialization of technologies. One of the key areas is the digitalization of technology commercialization processes and the use of the capabilities of existing digitalization mechanisms.

JSC “Science Foundation” presented a promising scientific project for participation in the grant funding competition up to 300 million tenge. At the meeting, concerns were voiced about the decline in applications for grant funding from scientists and scientific organizations. For example, 400 applications were submitted last year, and 150 this year. Experts explain the decrease in applications by tightening the requirements for obtaining state grants.

Deputy Chairman of the Chamber of Patent Attorneys of Kazakhstan Kumarov Nurzhan took part in the work of the dialogue platform of the III “Commercialization Reactor”.

On September 23, 2022, a festive meeting dedicated to the 30th anniversary of the establishment of the patent system of Kazakhstan was held in Almaty. The meeting was organized by Kazpatent. Veterans of the domestic patent system of Kazakhstan were invited.

Among the invited were members of the Chamber of Patent Attorneys of Kazakhstan: Tagbergenova Modangul Marupovna, Kasabekova Nailya Ertysovna, Sim Natalia Andreevna.

Deputy Director of Kazpatent Artykova Aydin Kydyrbaevna presented letters of thanks to veterans and honored figures in the field of intellectual property.
